Patrick has experience across building construction and operation including design, project management, facilities management, energy management and PPP contract management. He also currently heads design and project management service for the Council’s (non- housing) Operational Estate.
Following the closure of the Council’s PPP1 education estate in 2016 as a consequence of a structural failure, Patrick had a lead role in addressing the technical response to reopening the schools and implementing measures in response to the Professor Cole Report recommendations. Patrick has a long- standing interest in energy and sustainability with a current focus on addressing construction quality issues and the energy ‘performance gap’.
