Phil is a Chartered Surveyor and Partner at Randall Simmonds LLP who acts as PM / QS / Employer’s Agent. He is currently managing the delivery of the Exeter Leisure Centre, St Sidwell’s Point, for Exeter City Council which will be the first Passivhaus Leisure Centre in the country (and only the third in the world). Phil has also delivered residential Passivhaus projects for a number of clients, including Chester Long Court for Exeter City Council which won the Innovation in design Award at the RICS South-west Awards and Seaton Beach, a Passivhaus-Plus development. Randall Simmonds have also delivered a 72 unit Passivhaus scheme for Plymouth Community Homes and the first Passivhaus scheme in Cornwall for Aster.
